Planning, engineering, construction, and operations.

Unlike firms focused only on engineering or only on construction, S3W covers the entire project lifecycle — from preliminary planning and design through procurement, construction, startup, operator training, and long-term operations and maintenance.

01

Water Infrastructure

Treatment, wells, storage, and distribution — from new facilities to emergency repairs on aging systems.

  • Water treatment facilities and nitrate/arsenic/manganese removal systems
  • Groundwater production wells and booster pump stations
  • Water storage tanks and reservoirs (steel and pre-stressed concrete)
  • Transmission mains, distribution systems, and pressure-reducing valve stations
  • Water system rehabilitation and emergency water system repairs
02

Wastewater Infrastructure

Treatment plants of every size, collection systems, and reuse — designed by people who also run them.

  • Wastewater treatment plants — MBR, SBR, activated sludge, and packaged systems (Orenco®, WesTech STM-Aerotor)
  • Lift stations, force mains, and gravity sewer collection systems
  • Headworks, mechanical process equipment, aeration, clarifiers, and disinfection
  • Reclaimed water (reuse) systems and sludge handling
  • Collection-system rehabilitation, plant startup, and commissioning
03

Engineering & Construction

Planning and design through self-performed construction, Design-Build, CMAR, and owner's representation.

  • Project planning, management, and preliminary engineering reports (PERs)
  • Conceptual, preliminary, and final design; plan and specification development
  • General contracting, Design-Build, and Construction Management at Risk (CMAR)
  • Owner's representative, design-basis development, and procurement/RFP advisory
  • Self-performed utility construction, concrete structures, and earthwork
  • Feasibility studies, condition assessments, and construction cost estimates
  • Surveying, drone/LiDAR mapping, and photogrammetry
04

Operations & Maintenance

Contract and on-call operation of water and wastewater systems by NMED-certified operators, through Level IV.

  • Contract and on-call operations for municipal, tribal, state, and private systems
  • Licensed water and wastewater operations (NMED-certified, through Level IV)
  • Preventative and corrective maintenance, asset management, and facility optimization
  • Regulatory compliance, sampling, and reporting
  • Motor control troubleshooting and emergency response
  • Operator training and preparation for NMED certification
Public Agencies

Experienced with public-sector requirements.

We've delivered projects for municipalities, counties, tribal governments, and state and federal agencies throughout New Mexico, including compliance with:

Licenses, references, and our Statement of Qualifications →
  • New Mexico Procurement Code
  • Davis-Bacon wage requirements
  • Buy America / Buy American requirements (when applicable)
  • Environmental permitting and utility coordination
